How To Create A Ms Sapi Tts Engine For A Language

I am a Vietnamese. I want to create an application (such as Vietnamese-English dictionary) that talk Vietnamese using MS SAPI, but there is no TTS engine for Vietnamese. So I decide to create a new TTS engine for Vietnamese.

I have searched the Internet for that problem, but I can't find any solution. Anyone knowing how to create a new TTS engine for MS SAPI please help me.

I'd recommend looking at SAPI documentation from Microsoft...
